Liquor Licensing - Policy Guidelines

This Liquor License is subject to compliance to the following policy guidelines alongside The Alcoholic Drinks Control Act, 2010

The Licence e MUST comply with the following:

  1. The Licence hours and conditions stipulated by the Sub - County Committee in the respective Licence s
  2. The premises must be maintained in good sanitary conditions, good repair including clean staff, clean uniform, adequate parking in conformity to occupational health and safety regulations.
    • All toilets must have water storage tanks, running water, and all the toilet fittings must be functional.
    • Hand washing basins must be available
    • The Licence e must designate an employee to clean and man the toilets.
    • The Licence e must demonstrate a plan to upgrade from pit latrines to waterborne flush toilets within 12 months of being Licence d
  3. Supermarkets and related retail chain stores must ensure that the area where sale of alcoholic drinks takes place is not to persons below the age of 18 years
  4. Children under the age of 18 years are not allowed in the bars whether accompanied by parents/guardians or not
  5. The Licence e must ensure adequate security on the premises
  6. The Licence e must ensure beautification of the premises within and around the premises
  7. The Licence e must adhere to labor laws and the country's act as related to employment of staff
  8. Illicit sex, pornography, illegal drug use and prostitution is prohibited in the premises
  9. The Licence e must adhere to safety regulations under the public health act including among others emergency exit doors clearly marked, fire extinguishers, etc
  10. The Licence e will be subjected to penalties for operating under or including late application for Licence , operating without a Licence , non compliance to opening hours as stipulated by the act
  11. The operation of the liquor premises should not contravene existing laws on children's act, labor act EMCA, public health act, food drugs and chemicals substances act, etc
  12. The Licence e is prohibited from the sale of adulterated alcoholic drinks
  13. A copy of these policy guidelines must be displayed alongside the License within the premises
  14. Failure to abide with the foregoing shall attract penalties which include revocation of the Licence .
